Of note this spring, the B.C. Legislature continued the 3rd Session of the 36th Parliament, rather than proroguing and beginning a new session. The continuation of the session enabled the timely passage of the historic Nisga'a Final Agreement Act, which also gave rise to two procedural matters of interest: one concerning the committee stage rules of debate for bills carrying agreements negotiated under Crown prerogative, and one concerning the government's use of a time allocation motion. The Legislative Assembly also received Auditor General George Morfitt's report, "A Review of the Estimates Process in British Columbia", and heard the Speaker, Gretchen Mann Brewin, rule on four questions of privilege relating to the findings in the report. Also arising out of the report, Finance Minister Joy MacPhail announced the creation of an Advisory Panel on the Estimates Process in British Columbia. Finally, Legislative committees are active this spring, having been able to continue their work from the earlier part of the session without needing to be restruck. The Nisga'a Final Agreement Act
